How to follow up?

The comment above by Best Job Interview.com attracted my attention on the unexpected advantage that is available out there for jobseekers by just following up. Sounds simple but how?
The art of follow up
In my previous article, I wrote about when to follow up. Practically, you can follow up at 3 stages in CMS; after sending resume, after interview & after benefit negotiation.
I found a good article written in Pogoresume.com on how to effectively follow up. Even though the article is focussing on follow up after sending resume, I would say this method is also applicable to the any stages of follow up in CMS.
